What is the difference between a title, plates, and registration?

Certificate of Title

The certificate of title, often referred to as just "the title", is a legal document that proves ownership of a vehicle. The appearance of a title varies by state, but it is always printed on special paper with security features similar to money (embossing, colored ink, etc.) 

An original copy of the title is required in order to transfer ownership of the vehicle. Electronic versions and photocopies are not accepted. The purchaser and seller have to sign off on the title, and in some states, get their signatures notaries before ownership can be transferred.

The title is also required to change states. As every state has a unique title and keeps its own records, your title has to be transferred to Pennsylvania before you can acquire PA plates/registration. 

Plates/Tags

Plates, also called "tags", are required in order to drive legally. Unlike many other states, Pennsylvania only has a single plate that goes on the back of your vehicle. 

Registration

In Pennsylvania, you have to pay a yearly registration fee in order to drive legally. Your registration is tied to your plate and can be transferred to a different vehicle along with the plate. Prices of registration vary depending on your vehicle type and the location that your vehicle is registered in.

Plates/registration can only be transferred between yourself, a spouse, children, and parents in PA. Outside of those circumstances, you have to acquire a new plate/registration when purchasing a new vehicle or moving in a vehicle from out-of-state.
